Can't turn off Bluetooth?

I had an issue that my Bluetooth - i wasn't able to disable it through the menubar. It looked like this:

But it worked like a charm and i simply ignored it… until today.

A complete power cycle (power off -> power on) neither a SMC-Reset worked.

So i decided to play a little bit with blueutil and found out, that i'm able to turn it on and off - but only administrator privileges.

Humm… in some OS X System Preferences we're able to secure it, that only users with administrator privileges are able to change values, but Bluetooth?

It turns out Bluetooth has the same feature too, and i was locked in.

To change this behavior:
