YES he may have been selfish and greedy but he LOVED order and rules. Loved to make and uphold them.
As much as they were to keep Vanellope from racing they were to keep the game running smoothly, keep his paradise going on forever.
The citizens looked to him when they were scared, depended on him to soothe their fears and know what to do and he always DID!
BUT I REALLY don't blame Vanellope.
She's just a kid and maybe didn't even want to rule when she was CREATED for it let alone after she spent years being left out and bullied by these people. I wouldn't want to rule them either!
"I just want to RACE like you guys."
Even when she gets her 'happy ending' it's not something she asked for, she just wanted to be a racer not ruler of the racers.
It's why it's so painful to think that Turbo may have been able to show up day one and... ask nicely to be part of the game.
And his expertise and enjoyment of rules would make him the perfect candidate for her dull job.
PLEASE 'BE THAT PERSON' we need more of THOSE people. The fandom is very hard on King Candy/Turbo

I pointed out that it may have been an act but it was an act he kept up for 15 years straight.
Being nice to Sour Bill, Wynnchell and Duncan even when King Candy himself is stressed.
It's good for his image to appear nice so he acts nice but we never see that attitude slip unless it's directed at someone he sees as the "enemy".
Even then he's not publicly awful to Vanellope, Taffeta takes it upon herself to destroy Vanellope's first kart the Lickity-Split.
Because she respects king candy and trusts him, that kind of trust and respect WAS carefully curated by the way he acts and the way he cared very strongly about the welfare of the game.
His selfishness lining up with the common good, or the good of the many not the few.
