Everything in gen one is monkey-business positing that Oak did because he didn’t know what the hell he was talking about yet. Similar to why you would be told Psychic gets its butt handed to it by Ghost but it didn’t. Any glitches  and problems that were ironed out by GSC were entirely Prof Oak looking at something and saying “I don’t know what this does, fuck it”
