How to begin this report... let's begin with the positives. Tracen Academy is an incredibly structurally sound place, with no dangerous objects or building violations that were found within my inspection. The academy is well ventilated, the tracks well taken care of, and were the place empty of its students, staff, and its past, then I would give it perfect marks. There are plenty of facilities to support the students, and everything is up to code. I would like to note the infirmary, which is not only perfectly up to code, but has involved the use of some of the intense magic surrounding this school in a safe and effective manner to heal the injured.
Most of the students and staff complied with my requests and gave homest, detailed answers. A few students did not wish to comply, but that is to be expected.
However. Many members of Tracen's staff do not have documentation, correct qualifications, or have a past that makes them... typically unsuitable for work in a school. There are two known ex criminals among the staff roster, though they have both been exhonorated for their crimes. There are also plenty if members of staff who originate from the rift (more detail below) and as a result, have no known past before Tracen Academy. In addition, threats of violence by both students and staff seem commonplace, as shown in records of their public chatroom. I have been told that these are jokes, however such conduct is still... undesireable.
The student body in general is... truly a varied crew. One full of dangers such as, but not limited to, tendancies of arson, hypnosis, threats to others, open sword training outside of specific places for it, strange... defiances of the laws of physics, and an ever growing count of students that require professional therapy due to the actions that either they have performed, or the actions that have been performed on them. That is to say nothing of the issue of multiple counts of mimicry due to the "rift", with multiple similar people who share a name and all identifiable documentation. It's a wonder there have not yet been any cases of identity theft. I must also note previous instances of the student body getting upset, such as when director Riko Kashimoto attempted to implement safeguarding policies and was quickly met with several threats on her life.
I must also discuss the riot that occured while I was present. It would seem that plans were made to protect the side entrances for students and staff to enter. However, me and sone students were left uninformed of this, with some students ending up in the infirmary after being pelted with rocks. I understand that a violent riot is not the fault of Tracen Academy, but it *is* up to them to ensure the safety of all students, no matter the situation.
I have, of course, looked through the records and recent history of Tracen Academy to find any history of unsafe practice, as well as interviewed many students and staff, and, well... I was quite shocked with what I found.
Incidents involving attempted ascensions to godhood, several summonings of and contacts with "demons", and a flurry of near death experiences caused by a host of magical students at Tracen Academy.
At first, I was willing to take the immediate conclusion from this level of consistent danger: That Tracen Academy should be immediately shut down, and all of its staff disbarred for gross negligence. However, I then took a closer look.
Tracen Academy is the centre of what they refer to as a "rift" in space and time, an entity that has put an incredible amount of dangerous and magical beings into this world. Many of these incidents were simply not stoppable or preventable by... well, by anyone who is not of magical origin themselves. In other words, the safest place in the world would still have these issues, and there is nothing that can be done about that. What I can attest for, however, is that the damage of these events has repeatedly been minimised due to the actions of Tracen Academy staff and students adapting to this influx of abnormality in record time, something that is truly remarkeable.
I believe that Tracen Academy requires far more funding than it currently receives, as its duties are no longer just that of a school for umamusume, but also the only place even somewhat capable of handling the events that repeatedly occur within its walls. Tracen will not be sanctioned or receive other consequence for the events that have occured, as they are both impossible to define within the current scope of the law, and simply a series of unavaoidable acts of god. Shutting down Tracen would, in fact, lead to it no longer protecting Tokyo, nay, the world, from the beings and magic that it presently takes care of.
It is always possible to find a better solution to the many issues and events that have occured with hindsight, however, it must be said that in the situations as they arose, Tracen Academy has done a spectacular job in mitigating, defending, or otherwise avoiding the unavoidable.

Mejiro Palmer stretched and gracefully pulled herself out of bed. The covers were warm, but not as plesant as the bright beams of sunlight filtiring in through the window, casting everything in a golden light.

She made her way out of the Ritto dorms. Her stomach growled slightly and she began to laugh, perhaps she should get breakfast at that new cafe that opened up? She had heard that the pancakes were to die for! Maybe Helios would want to join her?
Any thoughts of fluffy pancakes and tottally not a date breakfast hangouts with Helios where swiftly interrupted by a sharp blow to the head.
Palmer's knees buckled and she crumpled onto the pavement, scarlet trails of blood oozed from a large wound above her left eye.
She hadn't seen the rock that hit her. She hadn't had time to react as she slipped into unconsciousness.
It seems that noone had bothered to tell her about the riots...
