As decreed in the Charter of the Games, every 25 years there will be a Quarter Quell. On this twenty-fifth anniversary, as a reminder to the rebels that their families were dying due to their choice to initiate violence, every District will be made to hold an election and vote on the two tributes who will represent it.

The famed Tribute Train whizzes past the sights of Panem at dizzying speeds, clocking an impressive 300 kilometers per hour at the height of its velocity. It is deep in the dry, desolate fields of District 9 that our Tributes find themselves. Outside of their windows there is nary a sight of civilization, blight having rocked this particular parcel of land decades ago and rendering it uninhabitable. Tributes frolic about the train cabins, immersed in the last word in luxury until there is a sudden SCREEEEEEECH... and all souls aboard are launched forward with unexpected force. The Tribute Train careens down the tracks, lilting violently before regaining stability and coming to its sudden stop. Miles upon miles away, Gamemaker brows are furrowed in dismay and decorated with droplets of nervous perspiration. This stop was certainly not planned... Once the Tributes regain their footing, they are met with an unfamiliar quietude. The train engine is silent, and all lights are off. Where ever Tributes were just moments ago, they find themselves trapped. The once welcome, cooling air that flowed from various vents is no more. Minute by minute, the Train grows in temperature. The sweltering summer sun of District 9 beats down relentlessly upon the Train, and only time will tell when service will be restored to the Train of Tomorrow...

The journey for your Tribute begins immediately following their Reaping. District by District, they are hastily boarded onto the Tribute Train, unaware that their fellow competitors lie in wait just beyond their walls... Tributes are immediately locked in their rooms, their Escorts and Mentors left nowhere to be found. Alone, they sit in their temporary living quarters. There is no noise save for the electric hum of the train; nothing to be seen beyond their artificially darkened windows. Once the final Tributes are boarded, they all continue to wait. They wait, and wait, and wait, until-- the Train roars to life with technicolor glow. Inside of each Tribute's room there is a screen that crackles and pops before they are met with a familiar face: Lucky Flickerman. He gives a wave hello and the following advertisement is relayed...

Happy Hunger Games! [He flips a coin into the air.] And welcome to Panem's first Quarter Quell! This year's tribute train is a special gift to the Games, courtesy of Panem's top and only manufacturer of hovercraft, trains, and automobiles, (oh my!) our nation's very own PanemCo! What awaits this year's Tributes is an experience of unrivaled luxury; a palatial residential domain . . . on wheels!
Tribute Rooms (1-6): Train cars 1-6 contain housing units for all Tributes. Train Car 1 will house Tributes from Districts 1 and 2, Train Car 2 will house Tributes from Districts 3 and 4, and so forth. Enjoy your own private suite, complete with the finest bedding and toiletries that our dearest Capitol has to offer! Take a moment to relax, refresh, and get dressed in your Capitol-sanctioned clothing before stepping out and enjoying the rest of what the Tribute Train has to offer!
Dining Car (7): The Dining Car is where you might pop off to next! Grab a quick bite to eat, or feast on Capitol celebrity chef Pippa Golightly's latest culinary creation. Fancy something in particular? Don't be afraid to ask our kind Avox stewards for whatever it is your stomach desires. We will do our best to accommodate all requests! Too full and want to make room for more? Request an Ipecac 75 (complimentary EmeBag included!) and you'll be on your way to exploring more dietary delights in no time!
Bar Car (8): Part watering hole, part lounge. Let a stiff cocktail or two be your social emollient as you become acquainted with your newfound enemies friends. Please note: Due to… previous instances, Tributes will be limited to two (2) drinks per day for the duration of this locomotory expedition. A baby grand is available here for your enjoyment, and upon request an Avox steward can play some of Panem's greatest hits!
Entertainment Car (9): We hope the company of your fellow Tributes will be enough to keep you entertained... However! Your dearest Capitol has still made sure to offer an ample array of entertainment, sure to placate even the most restless of minds. Catch a glimpse of Hunger Games past (we can’t seem to locate the footage for the 10th Hunger Games…), play a game of billiards, or enjoy the latest and greatest VR headset (courtesy of District 3!).
Sauna Car (10): Need to let off some steam? Why not sit in a room full of some! The Sauna car is complete with showers and towels that will enshroud your weathered, District body like the fluffiest of clouds! Need to amp things up a bit? Add a few drops of oil into the water bucket and feel yourself melt into complete and utter tranquility.
Dome Car (11): Catch an unobstructed, Panem-oramic view of some of the most breathtaking sights that our great Nation has to offer. From the glorious mountain peaks of District 2, to the seaside track that will take us along the coast of District 4, to the lush greenery of District 7... have a seat and enjoy all of Panem's natural beauty!
This year's Games will be a bit different, with all Tributes having boarded the Tribute Train in their respective District soon after their Reaping. This will be followed by a Tour around Panem! Each and every District will be allowed to marvel and celebrate the beauty and streamlined splendor of the Tribute Train's exterior. Keep in mind, while this is the only portion of the Games that will not be broadcast, you are still being watched! If necessary, a Peacekeeper will step in to subdue any unruly Tributes. Play nice. You never know who might be your ally, or who might be your vanquisher.
