the devs 100% considered this if you look at the brochures by the way the cloud kingdom is implied to have been near the lost kingdom and cascade kingdom both of which are the two yoshi's island location candidates

and from there the lost/cascade kingdom are near Metro and mushroom kingdoms respectively which are the two candidates for where mario got delivered by yoshi so they 100% were fucking thinking about this shit
