Hear me out, this was a point of the show where everyone got flanderized and every character from a country's personality was the country stereotype

(rocksteady had a HAMMER AND SICKLE)

so they were just really weird and said "Brazilians are hot or whatever so let's make him horned up" so it's more a really weird stereotype instead of the character itself (?)
