someone who has never been in control wanting control of everything and making sure that it never happens again? seems like a real life scenario that’s most likely happened before, so why can’t it apply in the hetalia fandom?

your ask reminds me of a conversation i had w/ a mutual on discord once: to what extent can the nation-tans have any autonomy, and how much of an "individual" are they truly?
it's somewhat impossible, if you stop and think about it, to include every facet of something as broad as a "nation" in a single human-like entity. this only works in the context of, say, a satirical political cartoon: in said scenario, the anthropomorphized characters only serve the purpose of conveying a message. you're not meant to think of them as their own sentient, autonomous being, but rather just an idea or a concept
and at first, i feel as if hetalia was this... in theory. but then hima did something somewhat unconventional (and part of what i speculate bolstered the series' popularity to begin with) and actually treated the heta-tans as people. beings with thoughts, feelings and emotions, that sometimes even seemed to actively combat the historical premises they were meant to fulfill. the most obvious example is probably america's cleaning of the storage room chapter. it essentially canonized that a) the nations can form relationships with each other outside of what their sociopolitical situations dictate, which they are as emotionally invested as a normal human being would be, and b) they really cannot fight against the tides of "history" regardless of said emotions and relationships they form
what does all this mean? well, in the context of canon, not much, because whatever intentions hima might've originally had of tackling slightly more somber and character heavy plotlines, have long since been abandoned in favor of remaining a themed weekly trivia gag manga. but it nonetheless remains one of the main concerns of the fan base, if they wish to tackle the nationverse canon outside of any lense that isn't absurdist comedy. but that does beg the question: what are the nation-tans exactly? how do they operate? to which degree is their personality simply a facet of them, or wholly dictated by whatever it is they happen to represent? does anything they do matter in the grand scheme of everything?
my mutual had an interesting answer to this quandary: no. they enjoyed depicting the nation-tans as shadow puppet theatre actors of sorts. even if they do, perhaps, possess sentience, and are aware of their individuality, nothing they do will ever matter. they cannot change the fate of anything, let alone the course of their own, because they are only a reflection of said fate. try as they might to interact with each other or form bonds, they can only follow in footsteps, and say all the lines humans have already dictated they must say. herein lies the source of most of their misery
and while that's not exactly how i aim to portray the nations, i found their ideas extremely interesting, and they still stuck with me
this was perhaps an unnecessarily long tangent, but, back to the point this was meant to serve as a premise to: the "nations" are just fundamentally strange creatures. the harder you think about them beyond the original scope they're presented in, the messier and more difficult it becomes to adapt them into any narrative without wholly disregarding their personhood (which, again, is the entire appeal of hetalia). personally, i think one of the fandom's greatest strengths is the huge variety of interpretations that people have come up with, throughout the decades, of the nations, and how they relate to history and world events. i find that hetalia as a piece of media is more interesting in terms of the template it provides for derivate works. the canon material alone is... a whole other story
so back to your ask, i do agree with most of what you say. also because hetalia in of itself an inherently woobified depiction of nations- i didn't mention this in my original answer, but i find it extremely ironic that i was being accused of woobifying england... when england's entire character in the canon source, even as the british empire, mostly boils him down to an arrogant tsundere whose biggest flaws are being stuck-up and having an "unpleasant" personality (and horrid cooking). yes, he has a bit more depth to him than that, but that doesn't change how he's presented, as that happens to be the main draw of his character. you're meant to think of him as cute and attractive, and of his personality flaws as charming and endearing. some thing goes with america (as you also mentioned), and honestly, practically every major superpower that's ever existed... and then some. and then most, actually
because that's how inherently messy engaging with hetalia as a medium is. as i said in my previous post, it's perfectly fine to find certain depictions and stories distasteful or even horribly offensive (i've come across my fair share), and to call them out on it if you deem it to be necessary... but some of it also just comes with the territory. if the idea of giving certain nations like say, the british empire, a cute anime boy body, is something you personally think is morally questionable, that's fine! however, consider that the fandom for the show hetalia: axis powers, just might not be for you then
i believe that the "nations" have a lot of storytelling potential, and there's a lot you can do with them. but unless you resort to, like you said, throwing their personality out the window and making them a flat, one-dimensional, evil character (which you can do, if you feel so inclined), you're going to have to consider other possibilities when it comes to their motivations and characters as a whole. you cannot tell any story within this narrative framework without taking a risk, you can never "play it safe"
hetalia is messy. that's it, that's the post, and the whole point of this long ramble (lol). no matter how respectful you try and make your depictions of the heta-tans, the fact you're making them at all is already grounds for being questioned, if that tracks. this isn't me saying that you should wholly discard any common decency and go out of your way to be purposefully offensive or willfully ignorant. but if you cannot stand the idea of something like, the "uk" being portrayed in any sort of slightly sympathetic light, then to reiterate my previous point: perhaps you simply just shouldn't be here, for the sake of your blood pressure
my one last thought before finishing: why do people believe that giving a villainous or antagonistic character motivations or emotions beyond simple cruelty (even outside of the context of hetalia) somehow "softens" the blow of their actions?
genuinely, what is more reprehensible from a moral standpoint? someone who is and always has been fundamentally evil; a malicious, sadistic monster who could only ever be evil because that's all they are... or someone who's actually fully aware of their wrongdoings? who knows firsthand what they're doing is wrong, could stop doing it if they chose to, have been victims of the very violence they perpetrate- and yet still choose to perpetrate that violence? and take pleasure in it, even? i'd argue it's the latter. i'd hate someone far more if in spite of the capacity for empathy they might possess, in spite of the trials and tribulations they've suffered, they still actively choose to be a monster. to know there's something human-like behind the eyes overseeing the overwhelming cruelty of it all

edit: i keep thinking of things to add to this post, but only after pressing send, lol. i keep mentioning hetalia being messy... and additionally, that messiness, for many, is what makes hetalia so interesting
people might only be interested in the characters as their "human" selves, wanting to tell safer, cozier stories. and others might be interested in the potential that using these characters as stand-ins for certain themes and ideologies might present, in a manner that is more emotionally charged and "human" than a simple political cartoon, allowing for longer discussions and more shades of grey. the many different lenses through which the same events can be viewed according to the character living through them
humans have always, above all, been interested in telling stories about the human experience. because that's the only experience we really have. and something like hetalia feels like the culmination of said interest. after all, there are so many other shows and media that tackle similar premises. looking back on old hetalia fics, it's fascinating to see how they almost serve as time capsules, reflecting how much the world has changed, as well the overall reigning sentiments people have. the interpretations of the nations and the stories being told change constantly, and i find that endlessly fascinating. even my own interpretations, in all their haphazarded crassness and self-indulgent elements, are ultimately reflections of my own thoughts, feelings and ideas, just as much my words are (if not moreso). i am one of the many mirrors reflecting what i think i see
but maybe i'm getting a little carried away lmao. this is hetalia after all. but hetalia is messy because history is messy, because humans are messy. and even a woobified england can be a reflection of specific ideologies, a window into another's thoughts, if you really think about it

and well, basically, yes. because it isn't fanart of the nation of england itself, it's fanart of the anthropomorphic creature known as arthur kirkland meant to represent it. humanized characters and their stories will be humanized in turn, which is the whole premise of hetalia
as for the intent of that one artwork specifically, there was no desire on my behalf to ever imply that colonialism is okay in any way, shape or form regardless. it was meant to depict someone who had once been a victim of circumstance, but due to a latent capacity for violence ended up idealizing and becoming even worse than that which had subjugated him. it's not an excuse, rather a motivation
but i can still see how it'd leave a sour taste in one's mouth since the illustration's narrative implicitly invites the viewer to sympathize with him in some manner, and some might find that distasteful. however, i cannot engage with you any further on this topic in a way that is meaningful, when all i have to respond to is a vague tumblr ask lol
