i dont think its fair to blame seimei for the fox town arc.
i dont know i feel like no one consider that seimei is just as much of a victim as anyone else to tamamo's actions and i dont see anyone like pointing out that she literally ruined his life, his father gone missing when asked to investigate the plague that was caused by tamamo and his mother died because tamamo made the other foxes attack the human society in which led them fighting back and irrationally killing every single fox on sight.
he doesnt look like a victim because he doesnt make himself as this poor helpless child your typical villain backstory reveal and instead he fought back. but just because he refuse to become universe's punching bag, doesnt make him any less of a victim.
its not that he couldnt kill tamamo, its that he doesnt want to. just like ginko seeing kinko got "revived" and stop thinking about pushing the sealed tamamo into the sea. i dont think everyone ever consider how seimei felt seeing his mother suddenly alive and well but doesnt remember her memories that were spent with him and his father. tamamo is basically putting them in a tough spot.
and he also to some degree blame himself for everything that happens, he thinks that his existence bring misery, that being hated by almost everyone is justified (this part is an assumption).
so seeing his mother being alive again would probably makes him think that its for the better that he left her alone (by not killing tamamo). because he thinks that if hes not there then she will be fine.
this feels like everyone actually wanted him to be this emotionless nonchalant aura farmer that definitely wont feel a thing if his mother died again. (i do have thoughts about this but its going to be on another topic later or never)
but i must say this does not excuse him giving the task to haru tf girl? go possess haru again and end the source of all problems, your mom give you the permission too and go hug her while youre at it!
and lastly this is one is going off topic and just my personal gripe, but i do not agree that seimei really meant haruaki here
this kid just awakened his divine sight just few moments into the fight, theres no way he was seeing haruaki while fighting tamamo the whole time and conclude that strange man in his vision should be the one who do the last blow.
and im aware of the other panel but i wouldnt call tensei's word reliable either, he obviously twisting the implication just so he could make ginko do something in his favor, and he never even confirm anything what the hell.
you are not convincing me that this little 5 year old who just learned how to make many shikigami has planned a 1000 years plan through this one divination about this "child" we dont know the identity of.
