{Calling} Man out of Time. Left on ice for seventy years. Perhaps it was only fitting that such a man became the incarnation of both Time and Neglect. Intimately familiar and having a complex relationship with both aspects Steve Rogers has found himself their keeper.

Can sense those that have been neglected and/or altered unnaturally by time.
Can alter the perception of time around him (an hour feels like a minute, a minute feels like an hour, a moment that lasts forever)/time itself to a degree.
He is drawn to people and places that have been affected by time and/or neglected.
Can reverse the effects of neglect up to a point.
Can create large time 'mirrored windows' that look into the past.
{Appearance} Physical age varies depending on where he is in his cycle, runs the gamut from teenager to old man. Rust-red hair and beard, goes silver at the temples with liberal amounts of silver in his beard as he gets older, turns full silver at the peak of his old age. The shadow of a roman numeral clock face can be seen in his irises if one looks closely enough. Influenced by one of the Hellenistic gods of time he is generally semi-nude; a full-body tattoo of an ouroboros snake wraps around him from his left ankle to the snake's head biting its tail at his right clavicle. The various zodiac constellations are strewn across his body as well.
