It is a noise overlay! I'm so glad you noticed

Usually use a filter on krita or ibis and I set it to the highest setting on a new layer and adjust the opacity afterwards, erasing where I don't want it to be

Sometimes afterwards I'll add an overlay layer with a brighter color just so it doesn't lose the color it had before too
