I think Jason wants to be in a relationship with someone who is obsessed with him. He wants to be loved in the full-bodied way he loves others. In post-crisis, anything less and he would have been acting out more and more to try and push the other person to prove their commitment to him. Nowadays he's so starved for affection that he'll abandon everything for it until he snaps.

So whenever they are in public Dick is glued to Jason. In the hero community it’s the same so now it is an unsaid rule that if you want Red hood you need to pass through his a bit too obsessive brother/boyfriend cause no one really knows if they are even dating. Like that’s the guy he been fantazing about for years. He is just being awkward because he doesn’t know how to deal with how his chest feels whenever he sees Dick.

When Dick praise him? He is losing it, like he is giggling inside his head and throwing a damn party. That man become a puppy whenever he is around Dick and people always freak out because wtf? Even if he still try to look cool and scary when people are around, they still notice it so imagine when he is alone with his big brother.

And Dick sees nothing. Even when Jason is stopping mid conversation with someone just to listen to Dick, when Jason is always trying to get paired with Dick on mission or when he only stays at the manor when Dick stays. Jason is cute but only with Dick.
