There are a lot of more casual pokefans in the tags responding with confusion to this post, so to break it down–
Jessie’s mom was a class-A Team Rocket agent, and she’s the first ever person on record to ever find tangible evidence of Mew’s existence.
Long before Giovanni ever inherited the organization and succeeded in cloning Mew, Agent Miyamoto captured the mythical pokemon’s voice in the deep jungles of Guyana. Using her expertise she was able to plot the geography of where its voice faded, and followed it to the Andes mountains in hot pursuit. She gave Jessie up to foster care but noted that the biggest reason she wanted to capture Mew was so that she could put her daughter through school and give her a comfortable life from afar.
Miyamoto encountered Mew only for a moment, and in this encounter she showed the pokemon a photo of Jessie and begged it to let itself be captured so that she could provide for her kid. Mew fled, and Miyamoto has been in those mountains, lost and searching for it ever since.
This encounter between Jessie and Mew happens approximately 20 years after that moment between her mom and Mew. Mew rarely shows itself to humans–and 20 years to a legendary, immortal pokemon? That’s barely the blink of an eye. It is subtle, but in that first gif, Mew’s eyes are trained on Jessie. It pays no mind to the other two.
It recognizes her.
