Fun fact, my dad works in civil government, and when I posed the Chuck E Cheese question he immediately said it was a restaurant because they prepare food on site rather than just reheat or serve packaged food. So from the governments perspective, its a restaurant. Whether you agree with that is simply a matter of how much you think the legal definition matters here.
