Where Heiji is a BO member named Baijiu (or Paichuu in Japanese). Since he isn't really, uh, part of any law enforcements, he's not technically a NOC. But yeah he is kinda undercover.
He's in makeup and a wig, plus contacts.
Apart from the fun shenanigans and higher stakes and everyone being in the same situation, also consider putting Bourbon and Baijiu in a room together.

I have a sinking feeling about Qifrey and where his story is headed.
MASSIVE spoilers and maybe slightly long-winded theorizing below the cut.
I believe quite certainly that Qifrey intends to reveal the complete truth to Olruggio very soon, and that while he seems to be accepting his fate, he is trying to maintain as much control over the terms of his inevitable end as possible.
Following the events of Chapter 88, after he reveals his nature as a Silverwood host to Coco, he asks to postpone his complete confession, wishing to be able to reveal the truth elsewhere, in a peaceful place beneath a wide open sky where his roots would have room to comfortably grow. He has described the land around the atelier in this way many times before.
Later, when the entire group is finally reunited and Olruggio tells Qifrey they’re going home. Qifrey’s expression looks pained for a moment, before he answers, “Alright then. Let's go home. Our atelier awaits."
His verbal recognition of the atelier as his home is a rather glaring signal that he is beginning to accept his imminent end and has chosen the atelier as his ideal final resting place. This is hinted at early on in a sequence during which Beldaruit spoke to Riliphin of the Silverwoods, and implied that he knew of Qifrey’s condition as he privately worried that his beginning to think of the atelier as his home could be dangerous for him.
At a point during their journey home, we return to the group to find the girls all asleep, while Qifrey has distanced himself from the rest, sitting on the bank of a lake to write in his book. Olruggio joins him and points out how far he’s sitting from the fire.
I think this was probably intentional in an effort to be closer to the lake to keep himself anxious, since it is my personal theory that here, Qifrey is actually writing a letter to Olruggio in which he tells him the entire truth, and that the narration through the next arc is comprised of excerpts from that letter. The lake is intended to be a failsafe of sorts, since of course, we know that vocalizing the truth to Olly is Qifrey’s greatest comfort trigger, while water touching his skin is his biggest anxiety trigger. Given this, it makes sense for him to choose this particular spot to begin to release the truth so he has a means of keeping the Silverwood at bay readily available should he need it, which he evidently does later on.
In the segments that follow, Qifrey reminisces on how he and Olruggio crossed paths at the Great Hall and became close.
Through the end of chapter 91, we watch the story unfold neutrally as though it is happening in real time, with no narration, but in chapter 92, something shifts. As soon as Qifrey’s recount reaches the part of the story that would have been lost to Olruggio’s memory, a past-tense narrator voice begins to cut in, and suddenly, it becomes clear this story is being told to someone, not merely recalled, and not just to anyone, but to Olruggio by Qifrey. This is the strongest evidence that what we’re reading is actually the contents of a letter to Olruggio.
All of this indicates to me that Qifrey is not just reminiscing, but is actively preparing for the end. The telling of the story, the physical and emotional distance Qifrey has put between himself and the others, and his now repeated framing of the atelier as both home and the kind of place where he would want to be forever, are all supportive of that.
As far as we know, Qifrey hasn’t been the one to initiate a full confession since they were kids at the Tower of Tomes. Spilling his guts in a letter written under duress is probably a new tactic, and it’s a smart one, as it ensures Qifrey can get the complete truth out on his terms without the usual interruption from the Silvertree.
We also know that Qifrey would rather die than have his transformation hurt the people he loves, so at this point, I wouldn't put it past him to leave the letter at home where the others will find it before going off to trigger his transformation alone, or waiting until the others are gone to trigger it.
This is what has me especially worried for him now, because Olruggio and the girls just left the atelier, leaving Qifrey there by himself. Maybe I'm projecting (probably), but the thought of Qifrey leaving a note and then going off to essentially kill himself makes my stomach hurt. Painfully though, it does feel in character, especially now that he's vocalized his trust in his students, particularly Coco, to carry on his mission. Olruggio, please go home now, your husband is an active danger to himself!!
Fortunately, Hiehart and Jujy pay the atelier a visit, but even upon greeting them, he does already seem on edge and uncharacteristically down.
Hopefully, whatever Hiehart has to say will get Qifrey out of his head and convince him to keep living for a little while longer. I'm guessing he's going to ask Qifrey to take on Jujy as his apprentice. I guess we'll just have to wait and see.
Anyways. To conclude, here is Qifrey’s directed narration/possible excerpts from a letter to Olruggio compiled:
Every day I turned my gaze away from the encroaching dread, and for as long as I was in the dark, I was happy. I greeted each morning with excitement, for with the rise of the sun came another adventure with you. I thought if I could retrieve the past I lost, my joy would be as genuine as yours, and perhaps I would have a real chance to share in your happiness. A child can dream. Like ordinary boys, we would share our visions of tomorrow with each other and we would laugh at how far away it all seemed.
Little did I know that felicity came with forgetting. It was a bliss born of ignorance. If I knew what I was… If I knew that I was never meant to be saved, I would've stayed far away from you, the sky’s kindest, most radiant star.
I once read an old poem that likened stars to boats sailing through the sky. But as far as I know, boats don’t twinkle like stars. The light doesn’t come from the vessel itself, but its guiding torch. Like your pyreball, it burns at the bow. A beacon of light in the dark.
After that fateful day, you would uncover my secret again and again. Each time you would respond with disbelief. Then your face would twist and turn in anguish. And after biting back a few words, you would show me grace, and comfort me and forgive me for lying to you. And then, without fail, the Silverwood’s roots would grow. You would offer me the same path back every time, and I would take it, adding to my mess of sins.
I had often considered leaving your side. I thought that perhaps traveling alone would save me from taking away your memories. But even that minute solace was enough for the Silverwood. I knew then that distance would do nothing but break my promise to you.
So I had another thought: A master never wants for worry with apprentices to look after. The selfishness behind my reason for taking on pupils made me ill, but they’d never have to know that. So I decided to put every fiber of my being toward becoming a good educator. If only I had known then what a joy it truly is to watch your students grow with each passing day.
It’s somewhat rare for a Silverwood to take root in people. Unlike animals, they tend to hold onto too much anxiety. Which is why the tree planted in Custus that gave him his legs raises some questions. My right eye was the only one to sprout during the experiments. It must have some connection to the Silverwood in Custas. For so long, I thought I was the only host, but now I'm not so sure. There could be more victims out there than I ever imagined.
Did I make the right choice?
Would it have been better to throw everything aside and hunt down the brimmed caps?
Doubts like these turn in my head, but the moment I see my atelier, I remember.
This is where my heart is. This is where I want to be.
Olruggio: I specialize in fire magic due to its practical applications as a light source, a heat source, and a way to fend off predators. My signature spells are all about making people feel safe or comfortable, which I suppose could be read as symbolic of my larger character motivations.
Qifrey: I specialize in water magic because I fucking hate it.

Kaito was acting strange.
Aoko knew better than anyone, Kaito was acting super strange. For one thing, he missed a day of school. Kaito often had perfect attendance, even though he lived in another town. But to miss an entire day and not tell anyone?
Plus, he wasn't answering his phone.
And, as Aoko watched him, she noticed that he seemed to be focusing on something.
But his eyes are closed...
"Hey, Kaito!" Aoko put her hand on his shoulder, causing him to lightly jump and whip around to look at her. It was an unnaturally fast movement, and Aoko felt it was... uncanny. "...
"You weren't in school yesterday, is everything okay?"
"Aoko..."
She tilted her head.
"How strange, when I look at you, I feel so many conflicting emotions.
"I wonder, does it mean I love you?"
The entire class went silent, before they start whispering amongst each other.
"I just don't understand..." Kaito shook his head, but Aoko simply smiled.
"You must be feeling sick. Don't worry, I'm sure you'll feel better soon!"

After school, Aoko ran to the Kudo residence. She'd been there often to take care of Kaito's pets, so she had a spare key just in case she needed to get in when no one was home.
If Aoko recalls correctly, the only person who would be home this week is...
She unlocked the door and had just started taking off her shoes when there was the sound of running from upstairs, and then down the stairs.
"KAI-... Nakamori-san?"
"Kudo-kun! Is Kaito here?"
"H-huh? He wasn't at school?"
"Well....the thing is-"

Aoko sat with a can of juice in her lap, having just explained the strange behavior she noticed in Kaito lately.
"Aoko know it's only been a day, but..."
Shinichi shook his head. "No, he's been missing since the day before. We were supposed to walk home together, but he ended up staying late because he had four different clubs to check in with."
Aoko tilted her head, glancing to the side. She was well aware of Kaito's apparent obsession with sports and clubs, to the point where he's joined nearly all of them at school.
Where does he find the time?
"You said he came to school today and acted strange, what exactly was so strange about him?"
"Well, he talked with a weird vibe..."
"Vibe? Like, a cadence?"
"Yes, yes! It sounded a bit like...
"It sounded like this."
Shinichi raised an eyebrow before putting a hand to his chin. Aoko wondered if maybe he had an idea of what was going on, but if he knew, he didn't share anything with her.
"What should we do?"
"We need to find him, first and foremost. But I don't know where to look to find him if he won't come home."
Aoko pulled out her phone just as a message from her father came through.
"Ugh... That Kaitou Kid..."
"Who?" Shinichi looked up, hearing 'Kaito'.
"Oh, it's nothing! Just some silly thing Aoko's dad is obsessed with!" She ignored the message, scrolling instead through her photos. "Here, Aoko took some pictures of Kaito today."
She held out her phone to him, letting him scroll through the photos she took. Shinichi's face immediately fell.
"That's not Kaito."
"Y-you think so too??"
"I mean, he looks like him, but there's something... What's the word?"
"Uncanny!" Aoko completed, and Shinichi quickly nodded in agreement. "He moved in really weird ways and made weird sounds when he thought no one was around, like tik-tik-tik! It was kinda like he's a—"
"A robot..." Shinichi frowned, once again lost in thought. Surely it wasn't possible to create a robot that could mimic a human, but he'd heard about things like animatronics at amusement parks.
But could an animatronic take over the life of a normal human?
Shinichi wasn't so sure.
The front door opened, startling them both from their conversation.
Kaito had trudged into the living room, slowly turning to look at them.
"K-Kaito?" Aoko murmured, forcing a shaky smile. "I was just... We were worried about you! You hadn't been home in a couple days, Kudo-kun-"
He slowly tilted his head, and Aoko slapped a hand over her mouth. She was so scared, she had forgotten to speak in the third person. Luckily, Shinichi stood and approached him, clapping a hand on Kaito's shoulder.
"If you're going to be out for a while, you have to call home! So, where did you go?"
Kaito smiled in a strange, crooked way that nearly made Shinichi recoil.
"I've just been busy, is all. Don't worry!"
It was Aoko's turn to stand up quickly, watching as Kaito left them and walked up the stairs.
"H-he wasn't talking in that strange way anymore!"
"He must've realized that it wasn't the proper way to act, and modified his behavior." Shinichi looked down at his hand. "He's a robot, for sure. Or at the very least, isn't organic. His shoulder was stiff, like hard plastic. And when he moved, you could faintly hear creaking."
"W-what do we do then??"
Shinichi once again fell into deep thought, but he didn't have any clues. He didn't even know if Kaito was still alive, and if the imposter was dangerous, then pressing it in any regard might cause it to lash out.
『In other news, minutes ago a large explosion rocked Tokyo.』
"Argh, I can't focus with that noise! Nakamori, turn off that tv!"
Aoko grabbed the remote, wondering why the volume had gotten so loud when she was certain she had turned it down when they had started talking.
It only went up in volume when Kaito walked past...
『The Ogami Electronics Laboratory situated on a cliff on the outskirts of Tokyo exploded within itself, damaging the structure of the cliff. While it's uncertain whether this would cause an issue for any coastal towns nearby, an evacuation order has been issued.』
"An electronics lab?" Aoko blinked, and Shinichi had ended up joining her in watching.
『Authorities are combing through what's left of the building, but efforts to contact Doctor Ogami, the owner of the lease, have proven fruitl—』
Suddenly, the remote was snatched from Aoko's hand and the tv shut off.
"No more tv." Kaito said from beside them, tossing the remote onto the floor. "It will melt your brain."
"O-oh, okay-"
He turned, walking towards the front door.
"Hey, where are you going? You just got home!"
"I have something to do." Kaito left, slamming the door behind him. Aoko scrambled for the remote to turn the tv back on, but the news had already moved on to a different story.
"No!" she threw the remote back onto the ground, causing the screen to go black again.
"Hey, careful with that- Oof!" Shinichi paused as Aoko grabbed him by his jacket, shaking him back and forth.
"That story had clues! Did you see how Kaito reacted to it?? It might be tied to where he came from!"
"Eh-eh-eh-even if we knew that, the place was destroyed!" He grabbed her wrists to stop her assault. "He must've tied up the loose ends before coming here!"
"But what if the real Kaito was in there?!"
The two turned back to the tv, staring at their own reflections in the black screen.

"Am I...going to die...?"
Kaito knelt over his double, who was nothing more than a twitching husk of metal.

"... Do you want to die?"
"....It is...to be human...right?"

Kaito frowned. "You're not human. You don't need to die to prove that to anyone."
"I was made to be...you. But I cannot be you... So, my only option is to die..."
He reached into his lapel, taking out a case of dual-port USB drives. Kaito often carried them around in case he needed to hack security systems, but perhaps this would be enough.
He removed one from the case and leant over the frame of wires and rods, plugging the USB into the base of its neck.
"W-what are you..."
"I can't let you be me, but I can find another purpose for you.
"So don't accept death with such a sad look on a face similar to mine."
"...You should run away... The damage to my frame will lead to a self-destruct.
"If you remain here, you will die too."
Kaito ignored him, connecting the second port to his phone, tapping furiously. There was no countdown, but Kaito couldn't be bothered with worrying about that. A countdown would just distract him.

Shinichi blinked slowly, hearing the words being said, but not processing them at all. He and Aoko had been checking all of the news stations for more word on the electronics lab that had been blown up, but the only thing the reporters were talking about was something in regards to a thief.
That doesn't matter here at all. He huffed to himself, turning the tv off and leaving them awash in darkness.
Aoko was leaned against his side, dozing softly. It had gotten late, and they didn't receive any word from Kaito nor his doppelganger. Shinichi folded his hands, leaning forward with a tense expression.
What if he never comes back?
What if that robot killed him and stole his place?
What if—
The front door opened, startling him from his thoughts and jolting Aoko awake.
"What the- Geez, it's dark as hell in here! Guess no one's home..."
The two jumped up from the couch, scaring Kaito silly.
"WAAUGH!!"
"It's you!!"
"Really you!"
Kaito clutched his chest, wheezing a tad before getting angry. "Who else would it be?? Why were you two just laying in the dark??" He blinked, before grinning mischievously. "Could it be you two are—"
"Don't even finish that thought." Shinichi warned, crossing his arms. "We were worried about you! Where have you been, and where did that robot go?"
"Robot? Oh! You mean RoboKai? He's right here!" Kaito rummaged in his pocket before pulling out a Furby. "He lost his old body, so I got him this temporary one from the konbini down the street!
"Tomorrow, we're gonna scour some shops to find the perfect new body for him.
"He didn't really get a choice to pick his own appearance when he was created, so I wanted to include him in every step along the way!
"Say hello, RoboKai!"
The Furby's eyes opened, and its ears twitched a tad before it opened its mouth.
"Hello again, Aoko and Shin-chan."
Aoko and Shinichi stared at him, then glanced down at the Furby, before glancing at Kaito again.
Mira, posting: Currently watching three incredibly intelligent, very competent women struggle with setting up the TV so we can watch both Montreal games at the same time
Mira, seconds later: I have watched Rumi set up the entire sound booth by herself. Celine routinely oversees sound and system checks. Zoey streams at least once a week. Not one of them has figured out how to split screen the TV
Fan: Are you gonna help or just call them out on Twitter?
Mira: I am a firm believer of “teaching a man to fish”. I COULD just set it up for them but then what will be learned?
Fan: You could teach them how???
Mira: I started to offer but was promptly waved away with a “it can’t be that hard we got this”. So I’m not budging until they ask for help. First game starts in ten minutes. We’ll see who cracks first.

Shinichi uses grammatically correct sentences and proper punctuation with slang. He sometimes does a whole wall paragraph. (That's why ran is so worried about him, no more wall paragraphs since he disappeared.
(Someone in the replies stated that we see how heiji types and it's ankin to a shit poster.)
Heiji text bombs. Sometimes formal unintentionally. But it's not too awful.
Kaito, however. He uses code or slang. Sometimes both. Good luck reading it and understanding. Or to be a dick, it's only one letter responses (totally not him texting mid heist)
Masumi uses abbreviated sentences like idk or wvr but loooong. She is capable of texting in a sane sense. But due to the level of hiding and paranoia she is under, proper messages are only for a spare few.
