I mean you can be transmasc, if that suits your idea of your gender, just not a trans male. (assuming that you're saying you can't be transmasc because you are already cis male)

Okay, so what exactly does trans masc mean if it's not someone transitioning from feminity to masculinity? Am I able to transition from masculinity to masculinity?

pretty sure transmasc just means somewhere on the trans spectrum that leans more masculine. I assume any identity that lies outside of cis is trans. I guess if you wanted to stay more masculine but still be outside of the binary, there's a term called "demiboy" that might feel apropriate. Remember that labels are also subjective and really are just there to make someone be able to have a word to define themselves so if you identify with the general definition, the specifications and conditions don't really matter if it identifies with you.

Anyways this post lead me to realize there is no 3rd person singular gender neutral pronoun in german

Es is a neuter pronoun, but the issue comes from it being used for it which implies an object, it can be used a gender neutral pronoun but from what I understand neopronouns like xier or sier are preferred.

There is a push for a sort of germanized "they" in my circles - "dey/deren". It's not officially part of the language (yet), but a lot of folks I know use it.
