My take of the reason why Richie can't be dressing punk isn't because he's mandatory not allowed to look cool in any way or form, but because it's an alternative style. And this one specifically is politica alt fashion, too. About something not being right in society. And if there's someone who's unfortunately NOT getting involved in that is him.

Grunge and emo fashion don't really work for the same problem cause, sure, Richie has all the reasons to be like "life sucks ass and I'm sad all the time", so who knows maybe he'd embrace the black clothes and all'that... but he can't, cause it's alternative. It'd be like implying "I don't care about what society thinks of ME!" (and the FUCK he doesn't. Fake ass.)

He has to dress like an idiot because that is already in part his mask. "Alright he's a goof, he's showing his true self. True to the bone. Nothing else to hide whatsoever."
