S1: Japanese mafia attempts to capture a tiger-boy for a bounty, they fail though, so the american bad guy who hire them arrives to Yokohama for purchasing the agency which hired the tiger-boy.
S2: American bad guys are after the tiger-boy who is somewhat related with the reality-writing memo pad. They want to burn Yokohama by crashing a giant mammal on it, so it’s easier to find the magical memo pad. The japanese good guys ally with the japanese mafia to keep the american bad guys from trashing Yokohama.
Manga: Russian bad guys are after a reality-writing memo pad. The japanese good guys, japanese mafia and the american bad guys ally to send the evil mastermind ushanka-man to jail, however the russian bad guys have ripped one sheet of the magical memo pad and written on it, framing the japanese good guys for several murders they didn’t commit, so they go to jail instead and ushanka-man is free
