In 1953 begon Décio da Silva Pacheco met ontwerpen en in 1972(!!!) werd de bouw stil gelegd door de ontwikkelaar. 10 jaar terug werd nog een poging gedaan om het af te bouwen, met de komst van de WK voetbal, maar ook toen lukte het niet om deze flat af te bouwen.
