And a villain starts terrorizing who has like a Kai from kung fu panda 3 style quirk but he can like

Manifest ghosts from the memories of people he’s fighting to fight for him (I know it’s super overpowered but this is for angst purposes)

And it’s an all hands on deck thing because this villain is so hard to fight physically and emotionally so most heroes are there fighting peoples dead loved ones and then guess who shows up yelling and fighting and generally ruining their chances of getting anything done because at least half of the heroes in Japan are gonna have a reaction to hearing that voice again
