He’s from the adventuring ending of The City that Dares not Sleep.

His timeline goes like this:

Go through seasons 1 and 2, up to Chariots of the Dogs. That’s where things change. 

Here is where our boys go back in time and split into two groups of Sam and Maxes. Past Sam and Max take the time elevator to who-knows-where at the end of the episode, while future Sam and Max return home. 

The future pair continues through season 3, wherein future Max dies and future Sam is left alone.

Simultaneously, the past pair goes through an adventure of their own, with past Sam dying and past Max being left alone.

Past Max takes the stolen time elevator to future Sam’s timeline, and the two reunite. This can either lead to the crime-fighting ending (they run back into the city, guns blazing), or the adventuring ending (they take the elevator for a joyride).

You could say Sax was a result of the universe over-zealously trying to fix the split timeline.
