AHHHH I SAW THIS. I also like the interpretation of Hange waiting for Levi up there but I guess I also wanted to put my own input on what the omikuji means because I think this can be interpreted in light of what we know about Levi and Hange's relationship in canon, not necessarily about their fates post canon.
Warning: Lots of reaching and personal hcs abound since I'm interpreting their omikuji in light of their relationship. Also, I personally do not know a lot about omikujis since fortune telling kinda scares me so I tend to avoid it.
I think this wishes part just generally shows Levi and Hange's dynamic in the show.
A lot of people in the fandom interpret Levi as the one who puts more effort into their wishes than Hange. If Lvei's wish really was a 'relationship with Hange' then of course, he will be the one to have to put the effort, not Hange given what we know about their personalities.
Personally, I've always seen Levi as more focused on relationships or on people than Hange, Hange seemed more of a workaholic and more of a career person.

Given the general dynamic the two have, where Levi seems to constantly be the one reaching while Hange seems to be chasing after titans then it's only appropriate that Levi has to put more effort into that 'wish' or that 'relationship' while Hange has to put more focus into it.
Which brings me to my next point.
Person that you are waiting for
Given that position mentioned above where Levi is chasing and Hange is the one waiting, it seems only natural that Levi would see it as coming 'pretty soon' while Hange sees it as coming 'later,' if analyzed as point of perspective.
Levi is constantly moving towards her and Hange's merely waiting or stationary in the relationship between them during canon. So Levi would see her as something within reach while Hange would see him as something which will happen 'later' maybe since she isn't particularly in a hurry to get close to him.
And it can be analyzed at a point of perspective because in the end, their lost item is EXACTLY THE SAME. It's nearby. So if the lost item is the relationship, or even if it isn't the relationship, then at the least, there is some implication that Hange and Levi are extremely close, proximity wise or even relationship wise.
Levi is chasing it and Hange is waiting, they're going to see that 'person they're waiting for' from two different perspectives.
And maybe Competition can be interpeted as 'you will win as planned' because in the end Levi did get Hange because Hange did 'confess' or they must have become intimate at a certain point given their interaction but 'he hesitated and missed the timing' as seen in 132.
For Hange, she basically put the effort and did foster the relationship as seen with the events of chapter 126.
And since I am reaching weird points of reaching now, I'm just wondering if it was Levi who should have reciprocated in the end for something to change.
Maybe someone can write a fic about missed timing there?? Or maybe someone already did.
