This chart presents the traffic light status of each state, and, as applicable, variations between federal and local traffic light statuses based on publications of the federal Ministry of Health and status reports provided by each state. The traffic light system shows improvements across the system’s 3 categories, in decreasing order of restriction: 5 states in orange status (compared with 7 in the previous report for March 29–April 11, 2021); 19 in yellow status (compared with 18 in the previous report); and 8 in green status, at which point all restrictions are lifted (compared with 7 in the previous report). However, the government continues to be concerned about the increased mobility during the vacation season that may result in a third pandemic wave, and therefore is urging the public to continue exercising caution by observing preventative measures, such as wearing masks and practicing social distancing.

The monitoring system, which is updated every two weeks, was implemented in June 2020, and it is used to alert residents to the epidemiological risks of COVID-19 and to provide guidance on restrictions on certain activities in each of the country’s states.

Mexico’s unwillingness to spend money, do more testing, change course or react to new scientific evidence contributed to the country being one of the worst-hit by the coronavirus pandemic, a report by the Institute for Global Health Sciences, at the University of California, San Francisco, which also released a report sharply critical of the US response to Covid-19, concluded. The failures by officials to recommend face masks, bring in travel restrictions, provide enough testing and protective equipment and introduce social distancing measures were among the mistakes cited by the report. “Key decisions about how to confront the health crisis were based on unwarranted assumptions, without sufficient evaluation and judgment of the risks,” according to the report. It cited excessive concentration of authority and “a government communication campaign that prioritized keeping up appearances, and partisan politics, before health”.

“The high prevalence of chronic diseases, in combination with suboptimal timeliness and quality of medical attention, have likely contributed to relatively high Covid-19 mortality among the non-elderly population in Mexico,” the report said, referring to Mexico’s very high levels of obesity and diabetes. That also led to greater mortality among younger patients; 50.6% of all Covid-19 deaths in Mexico occurred among people aged under 65, compared with 18.7% in the US.
