Welcome this is a sideblog to archive custom Steam skins. The official Steam Customizer website is unusable beyond all attempts. Instead, the instructions to properly install the themes must be done manually. Please follow the steps for them to show up the next time you open the old Steam UI.
Rollback to using OLD STEAM UI - Instructions

Navigate to the Steam program. Right-click on the Steam desktop icon and choose, "Open File Location."
Create a new desktop shortcut for Steam.
Right-click to open the properties of Steam. In the target field after the quotations of the file path ends, enter this command: -vgui
4. Exit out of Steam and use your new desktop shortcut to open it.
Installing custom Steam skins with Steam Customizer
Note: The interface will not show up if you're using the 2023 interface of Steam.
Download the Steam Customizer Tool
Each custom skin will have a verified download link to get the skin from.
Download the skin from their respective download links.
The Customizer Tool should be downloaded at this point. If it's not, go back and rollback to the old Steam UI following the video tutorial and install the program. You'll also need the desktop shortcut with the command -vgui entered after the ending file path's quotations (Properties < Target).
After downloading the skin, double-click on it. The program will automatically install it for you.
Steam will automatically prompt you to login to its new UI. Exit out of the automated prompt window and open the old Steam UI (repeated again in the next step in case you miss it).
Click on the custom Steam desktop shortcut you made.
Login to the old Steam UI, and presto! You should be able to see your skin now.
Uninstalling custom Steam Skins and reverting back to the new Steam UI
To revert back to the newer Steam UI, remove -vgui from the Target field in your Steam desktop shortcut's settings.
Delete the custom skin and login back to Steam.
You can also change back to the default skin in Steam's library by going through Interface.
That will be it for all the steps you need to know about how to install and uninstall your own Steam custom skins.

Credit for using these skins are not needed, but appreciated. Any mentioned franchises that are used in the skins aren't part of any official or profit affiliations. This is entirely a fan project.
