The problem with using quando or cum or si or some related word to render the “when” in such English expressions is that this “when” is introducing not a subordinate (temporal or conditional) clause, but a circumstantial statement in apposition to the visual representation presented.

There are expressions like “that moment when” and “me when…,” which have clear subordinate clauses and main clauses, and the main clauses are in apposition to the visual representation (e.g. “me when…” with “me” = “me in the picture”).

But then there are the “when” statements like the one in that image, where the subordinate and main clauses have blended together to produce discrete statements that both 1) have the English word “when” serve as a circumstantial particle, and 2) are in apposition to the visual representation.

Latin sentence structure does not make blended statements like that, nor can words like quando or cum serve as circumstantial particles in a comparable way. Latin keeps these various types of clause separate, and if something is in apposition to one part of a sentence and not another, then an overt indicator of that part is included. When rendering the idiomatic English, we need to wrote something like tum quando or tum cum or temporibus quibus.

If we must have just quando, then we need to understand a suppressed tum. If quando is conceived as separate, then it might be read as “since.”
