I think it's funny that Victoria says this, because her and Max are, in fact, fated to be friends.

If you think about it, whatever you choose in the game, they still end up being friends in both endings.

In the Bae ending, whether you were nice to her or not, her letter to David implies they're on good terms.

In the Bay ending, Victoria can be seen at Chloe's funeral. Victoria and Chloe couldn't stand each other, so it's safe to assume she's there to support Max, because they became friends during that week.
