No, because the principle of taxing unrealized gains is insane, and just like with the income tax it would be naive to think it’ll not be extended to everyone else. I mean, Yellen also wants the IRS monitoring every transaction over $600, which is also nominally about taxing the rich but in reality it’s obviously about total surveillance.
I mean, don’t get me wrong, I don’t even think there should be multi-billionaires, but you don’t want to approach taxing them in such a way that paves the way for making investing something only the rich can afford due to the incalculable tax risk.
What happens if they apply that tax to houses that appreciate in value but aren't being sold?

However, as a fetal cardiac development specialist, I cannot let these images pass without comment. At 50 days gestation, the ventricles are far from formed as shown in the picture. Cardiac development is an amazing, intricate process that takes a LONG time.
At fertilization, there is a new, unique human being worthy of protection and care.
At 3 weeks after fertilization (5-6 weeks of pregnancy), we can detect a functioning circulatory system.
At 5-6 weeks after fertilization (7-8 weeks of pregnancy), we can detect electrical activity in the central nervous system.
Body systems don’t just suddenly “turn on” one day. These milestones are our ability to measure growing and developing systems in a new human person.
And these growing and developing systems aren’t “done” developing until long after birth (in the case of the brain, not until 21-25 years after birth).
The reason we care about the heartbeat is that it’s one of the earliest signs we can detect that tells us there’s a new, living human being growing inside his or her mother’s body.
