My theory is that Victor Gideon is not actually dead, and that Leon may have killed only his Nemesis form rather than Victor himself.
What first caught my attention was the amount of snake symbolism surrounding Victor. He wears snake-related motifs, has a forked tongue, is associated with medicine and scientific research, and is ultimately driven by his obsession with reaching Elpis. None of this feels accidental. In medical symbolism, snakes are associated with healing, renewal, transformation, and rebirth. They shed their skin and emerge in a new form.
At the end of the game, Victor achieves his goal and reaches Elpis, but then mutates into a Nemesis-like creature. Leon defeats him by shooting the exposed growths on his body until the monster collapses in a pool of blood. However, that doesn't necessarily prove Victor himself died.
Resident Evil has already shown that damaging a monster's weak points is not always enough to permanently destroy it. In Resident Evil 3, Jill repeatedly shot Nemesis' exposed growths, but this only incapacitated him temporarily. He was ultimately destroyed by a rail cannon, not by ordinary gunfire.
More importantly, the game gives us a direct example through Emily. She mutates into a monster, yet Emily herself still exists inside the creature. Leon fights the monster, but the person trapped within is ultimately saved through Elpis and restored to normal. This establishes an important idea: the monster and the human inside it are not necessarily the same thing.
If that logic applies to Emily, why couldn't it apply to Victor as well?
Victor's mutation appeared chaotic and unstable, almost as if the process was incomplete. What if Elpis entered his system during that transformation, either before, during, or after the final battle? In that case, Leon may have destroyed the Nemesis shell while Victor remained trapped inside.
That possibility fits remarkably well with the snake symbolism surrounding his character. Instead of dying as a monster, Victor could eventually shed the Nemesis form the way a snake sheds its skin. The monster would die, but Victor would survive and emerge transformed.
To me, this interpretation feels more meaningful than a simple death. The game repeatedly associates Victor with snakes, medicine, transformation, and Elpis itself—a name that literally means "hope." If Elpis was able to save Emily, then perhaps Victor's story is not about becoming a monster, but about surviving one.
