A scaffold is an entity within the system whose job is to teach and promote beneficial behavior. "Beneficial" is not tied to any arbitrary moral systems, but instead focuses on what is most efficient for life and harmony, which changes from situation to situation.
They usually teach other system members temporarily, to aid them in building their base notions of what is beneficial and effective. After a certain amount of time, the system members are left to do things based on their own conclusions. This can happen more than once.
