We don’t know where the Stand Disk containing Foo Fighters originally came from before Pucci obtained it and threw it into the sea. Since this new universe is one where this version of Pucci doesn’t exist, maybe the original user of Foo Fighters is still out there somewhere — living a life F.F. could only dream of.

Non-human Stand-users aren’t by definition intelligent (like Les Feuilles in Part 8 or Forever in Part 3). So the fact that Foo Fighters’ personhood is tied to microscopic plankton means that Foo Fighters had some self-awareness to begin with. And as seen when Emporio’s Weather Report takes revenge on Pucci, the will of the Stand IS indeed maintained between iterations. Araki stated that Irene inherited Jolyne’s soul, even if her life and memories aren’t the same.

Perhaps one day, Irene makes a new friend with a pretty nifty Stand. A Stand which Emporio recognizes, with a spirit and intellect all its own. It may not be the same Foo Fighters, but what matters is that she is happy.

In the first game, Hod was basically an enabler for Netzachs enkephalin addiction, which he only survived due to his nature of being a robot/ technically already being dead. Hod being an enabler for what is basically drug addiction under the guise of therapy/ mental health(maybe I don't remember for sure on the second one) help being the reason Hod is considered, at least by herself, a bad person.
