Rio Tinto and its partners have lined up a combined $4.4 billion from more than 15 lenders to fund the expansion of a Mongolian copper mine.
Rio’s board still needs to approve the project. It is waiting on necessary permits for the underground mine, as well as an internal review of construction costs, which is currently under way. Mr. Jacques said he expects a final decision to be made in the first half of 2016, after which the project financing will be drawn down.

Anglo-Australian mining giant Rio Tinto secured a multi-billion deal Tuesday to finance a huge expansion of its giant but controversial Oyu Tolgoi mine in Mongolia, the focus of rising resource nationalism.
But despite the minerals boom many citizens remain poor, and concerns have also been raised about environmental damage.
Rio Tinto lockedin $4.4 billion in financing on Tuesday to fund a massiveexpansion of a copper mine in Mongolia and a final decisionwhether to proceed with construction will be made in the firsthalf of 2016.
Initial production from the underground part of the mine is still five to seven years away, long enough, Jacques said, for the copper market to turn from surplus to deficit.
