the way vampires get their powers is essentially that, each unique ability a vampire can have (shapeshifting, telepathy, magic, daywalking, etc) is tied to the bloodline of an ancient progenitor vampire who was the first to have that ability. when a vampire turns a human, they continue the bloodline they were sired from and the abilities tied to that bloodline.
and i say abilities plural cause long running bloodlines basically have the full pool of powers. in this instance, even though there are more powers for a vampire to inherit, the likelihood they actually manifest any or all of them is lower than if they were turned in a bloodline with fewer... branches so to speak
i think of it a bit like traits in a gene pool. there's a lot of diversity that grows as the gene pool expands but not every vampire will express every trait associated with the gene they carry.
