Murder...What controls your actions?

Me?...our brain of course (excluding reflexes that just go through the spinal cord), but sometimes it may feel as though YOU have no control. People can suffer form disorders such as turrets, where you have uncontrollable tics, trichotillomania, where you pull out your own hair or OCD... these people do not choose to have their conditions. Ultimately, you are who you are because of your brain and we are limited in our ability to control how our brain functions. I always think of mental health problems as a chemical imbalance, the brain doesn't function "normally". Understanding this, people with mental health issues are born this way or develop it, normally through no fault of their own. 

I find it very interesting to consider that extreme violence can be seen as a mental issue, after all a psychopathic brain has been shown to function differently to a regular brain, such as the inability to feel empathy. Therefore If a psychopath commits murder and it was an uncontrollable urge, should they get punished? If the brain doesn't function correctly, that's a medical issue - they need rehabilitation/medication?
