Notice that while Mowgli is now focused on the feelings of the colors, he still needs external stimulus from Kaa to keep the rings in his own eyes flowing. Before he almost closes his eyelids the rings go at a steady pace. But as his eyelids lower, the spirals go slower. And when he almost closes his eyes, the spirals almost stop. That's because he no longer sees Kaa's eyes. He is not quite there yet to completely give in. He needs to watch those colors to keep this nice comfortable state of mind going. That's why his mind forces his eyelids open, even going against Kaa's command to sleep.
