That's because he no longer sees Kaa's eyes. He is not quite there yet to completely give in. He needs to watch those colors to keep this nice comfortable state of mind going. That's why his mind forces his eyelids open, even going against Kaa's command to sleep.

Mowgli's pupils are gone and his eyes are filled with those wonderful rings of color. They are not yet going as fast as Kaa's, showing it takes his mind some time to adjust. But his mind has accepted those wonderful colors and the amazing feeling that courses through him whenever a new ring appears in his vision. The why question that he had earlier has definitely been answered. Because it feels so good to look.

His mouth is slacking and there are no stress lines to be seen as he watches Kaa circling his head in front of him. He is trying to keep up but Kaa is now commanding him to sleep as his body gets wrapped in comfortable coils. Mowgli can't think of a reason not to obey, except for the fact that he wants to keep looking at those marvelous eyes. He almost closes them but his mind promptly reacts by forcing his eyes open again. Already starting to get addicted to the snakes powers.

Kaa is really going for it, making sure the stress from the earlier moments are soon forgotten. He doesn't want the mancub to have negative associations with this experience. His face nears the boy's face as he circles his head, making him follow his movements. Making sure that his vision is filled with his colors and making his body weary and exhausted. Then to seal the deal Kaa brings in his tail from behind the tree trunk and wrap around the mancub. His arms already hanging to the side, Kaa doesn't really have to do anything. Just slowly coil around him, making it a comfortable and happy experience.

At this point, Mowgli has no thoughts other than why it feels so good to watch. The colors in his eyes picking up speed and his pupils are now gone. He doesn't register that he moves his head in sync with Kaa, he just wants the best view of those colors that stimulate his own. Neither does he notice what is wrapping around him. He doesn't want to notice, the last bit of his active focus is all going to keep following those eyes.
