Streets full of water. Please advise.

It was raining, no pouring. The rain was like a layer of water, obscuring the view before everyone who dared to go out in it. Theta found himself stuck in the downpour, trying to remember where he had placed the TARDIS. He parked it just at the outskirts of London, where the green of the countryside merged in with the concrete grey of the city. A perfect place to be stuck in the rain.
Clara was out on a fieldtrip with her class, and unfortunately got caught in the sudden storm. English weather in March, she should have known better. Though, now his clothes were stuck to him skin, his hair drenched and matted to the top of his head. No more bouncing curls. Not that it mattered too much but it was a slight additional annoyance when he realised that he couldn’t brush his hands through his hair in exasperation.
What a way to spend a Saturday. Yet he promised Clara that he’d come. Answering her frantic phone call to pick her and the students up. Though now he didn’t see the point, her and all the little student were probably either all huddled under a tree or in a shop, while he stood out in the rain, like an idiot, looking for them.
Then he spotted her, waving from a shop window, before another sheet of rain blocked his view, but he knew the general direction. The street wasn’t in the best shape, the footpath cracked and the road suddenly transformed into a river of water and dirt swept up from the street. Humans and their filth. It was this time when Theta was starting to get jealous of Henry, sitting at home, maybe in the TARDIS by the fire, probably eating cereal or something. Theta really wanted some tea now, maybe coffee.
Then, for a moment, the rain seemed to ease off, just enough so he could see Clara again waving at him. He rolled his eyes before hopping off the footpath in to the newly formed river. The water quickly filled his shoes, slowing down his walk as he marched over towards Clara. Quickly taking advantage of the brief break of rain, Theta looked back and spotted his TARDIS down along the street, parked in someone’s garden. That explained why he had to hop over a wall.
Clara was still waving and pointing at the TARDIS when he looked back. All Theta did was give her a thumbs up and continue on. He just wanted to get this over with and was almost on the other side of the road when the rain picked up again. Luckily, he was close enough to still be able to see Clara and her students.
Some he had for science, other he just saw walking about the corridors. He wondered what they must be thinking, seeing another teacher come and rescue them, from a little bit of water. They should count themselves lucky that they’re not on Venus, where it rains sulfuric acid.
They were all waving for some reason. Confused, Theta gave them a small wave back, wondering what on Earth was making them so frantic. Then he eyes drifted back to Clara, hoping to find out why her student had suddenly turned crazier than usual, when he noticed that she too way waving. No wait, pointing. Pointing at his feet. Yes, he could clearly see that there was a river running around him, why was she so insistent on pointing at the- suddenly the ground fell beneath him and he flopped face first into the water.
Rising back up, spluttering out dirty street water, Theta looked the the crowd only to see them all laughing from the other side of the glass. Cursing about potholes and the weather, Theta quickly marched over towards the shop and swung the door open, furiously against the wind.
Some shy children stopped laughing but couldn’t take their eyes off their soaked science teacher while other cackled mercilessly and made comments about how he looked like a drenched owl. This was how they treat a man for trying to help them? Theta glared at the class, hoping to silence them with no effect before giving up and turning his glare to Clara who just smiled and approached him saying,
“You know, you’re going to have to go back out the to there TARDIS now..”
