It's absolutely a fascist concept. The idea that ANY group is fundamentally incapable of understanding a complex thought or concept than another group is the first step towards separating people by the whatever arbitrary factor or trait suits the interests of whoever is in power.
People won't have an innate understanding of something that they lack cultural background on, yes. But that doesn't mean they can't come to fully understand it. That they can't immerse themselves in and join in that culture, or study with the people they strive to understand. That they can't learn that cultural background and come to understand something, even if they did not grow up there. By claiming that they cannot possibly come to understand, you say that there is something innately incomprehensible in those cultures, othering them in the process and encouraging separation and segregation of people - all of which feeds the rise of fascism.

I'm gonna give two examples to this - one ethnic/cultural, and one queer. I am a queer Jew, and have seen this in two different environments.
Goyim are perfectly capable of fully understanding Jewish culture, values, and history. They are perfectly capable of coming in to our holidays and our memorials and our spaces and learning as much as the average Jew knows. Converts/new members of Am Yisrael often know MORE than many born Jews, and feel more deeply connected to the histories and modern-day struggles of the Jewish people, because of the work they put in to learn the hows and whys of our laws, expectations, struggles and needs. This is not an insult to born Jews. It is an exciting moment to take a look at our history in a new light, with an outside perspective to allow us to delve deeper for the answers to questions we've had no reason to focus on in our day to day, because they are a given. Outside eyes and discussions strengthen our connection to our culture, and telling goyim that they simply could never understand the pain and joy that we have experienced does nothing except bar them from experiencing it with us and broadening their understanding - and, hopefully, helping more people on the outside understand us.
And the queerness. My fiance is a cishet man. One of the straightest men I've ever met. When we met, he was perfectly primed to fall down the alt-right, Prager-U pipeline. Right demographic, right cultural position. We started dating when I still thought I was a girl, and he was brought in to queer spaces through my pansexuality and wide collection of trans friends. He kicked that alt-right shit to the curb because he learned firsthand how much abject falsehood and dehumanization it was teaching him, and hovered on the edge of the community for years.
It's been almost 15 years. He is still the straightest man I've ever met. But he is still with me, a transmasc butch lesbian who realized I was dealing with comphet and internalized transphobia. He has carved out a genuinely safe environment in the trading card/competitive card games scene in basically my entire state, allowing trans and other queer people to play cards in an environment that has been historically hostile to them. He is the first point of contact from local game store owners in my massive city when something goes wrong or someone is in danger, and he shows the fuck up when someone needs to.
He is as queer as I am. He feels uncomfortable taking on that label, because he's cishet, but he understands queer people and our needs despite his cultural background actively pitting him against us, because he has worked to understand. He understands what dysphoria feels like, through self-exploration. He understands the frustration of marriage inequality, as someone engaged to a polyamorous person, even if he's monogamous. He understands dogwhistles and shuts that shit down. He steps in when queer people in the community who are doing stupid shit try to pull the "I'm gay so I can't be wrong" card, and he understands us so deeply that he doesn't back down. Thinking that he couldn't hope to understand would have done nothing but encourage him not to try, and would have left my state's capital without a safe space for queer people to play cards. He's cishet but he's queer.
Do not encourage the idea that some people are incapable of comprehending cultures different than their own because of a lack of background. Just because they have a different historical lens they're developing understanding through doesn't mean that they can't use that lens to understand just as much as others, or that they can't contribute to conversations of discrimination in their own communities because they simply could never get it. You are encouraging exactly what fascism wants us to believe - that some humans are innately, biologically incapable of understanding complex thoughts outside of their immediate circle. You help widen that gap. Do not help fascists by teaching people that the fascists are right.
