When Gai sucks at a shadow clone, he actually produces a perfect copy… of his clothing. There’s no body at all. Gai not being able to produce a shadow clone isn’t from a lack of talent that training can fix, it’s from the inability to remember what he looks like.

If you wanted a scenario where Gai has a bunch of shadow clones, he would need to be standing in front of a mirror when he makes them and even then it’s dubious if it would work because he’s need to remember what all of him looks like.
