There is an interesting point in the document regarding the cancellation of Gasly’s penalties.

The stewards acknowledged that some of the violations were unintentional, but only the Alpine team officially appealed the decision.

The penalties for Hamilton, Piastri, and Russell remain in place, as they managed to serve them during the race. Therefore, these drivers’ positions cannot be reinstated.

As a result, teams can now start looking for ways to avoid serving penalties during the race in order to retain the right to appeal after the finish.

The only exception is that you cannot avoid serving a penalty if you are required to make a pit stop, and Russell’s case is illustrative: if you fail to serve the penalty, you receive an even harsher penalty that you cannot avoid (driving through the pit lane).

In other cases, teams will likely more often decide not to make a pit stop to serve a penalty (for example, not making a cheap pit stop when the SC is out) in order to have flexibility after the finish.

Of course, provided they believe the penalty can be overturned.
