Hot take: Overtime is a pretty complex problem in any field due to many factors but high stress jobs such as law enforcement shouldn't allow it at all. Period. It cuts into time that officers should be using to ensure they're taking care of their needs and remain in top condition both mentally and physically. If they aren't, that leaves room for lapses in judgement, something that law enforcement can't afford.
Insufficient time to properly relax from daily stress commonly leads to anxiety, irritability, and issues sleeping or eating. The more stress a job induces, the more pronounced the effects become. Issues with sleeping and eating overall decrease performance. It affects things like memory, quick thinking, aim, and just overall physical ability. Sleep deprivation in particular can induce hallucinations and paranoia. Basically, the last things you want for someone with a gun that the public relies on to quickly and accurately assess situations and then react to accordingly.
The original idea is that having to pay employees for overtime will give the employer incentive to reduce the amount of overtime required. However, regardless of it's effectiveness in other scenarios, it doesn't work in law enforcement because it's purpose is not profit. (Or it shouldn't be but that's a whole different can of worms). In addition, having to pay cops more ultimately only affects taxpayers. Taxpayers do not have direct control over how much cops work and so the idea falls flat. Cops are instead only encouraged to work overtime with their employers having very little reason to stop them.
So for the benefit of both the officers and the public, overtime should be as close to completely prohibited as possible. Obviously end of shift arrests will happen and they can't just be put off for the next day, so when it does the over time should be taken off the next shift the officer has. 30 minutes overtime one evening means they get off 30 minutes early the next day and so on. An officer should only kept for the absolute minimum amount of time they need to for the arrest to be properly processed. Ideally the arrest would be pass over to someone on duty but I don't know what needs to be done to process an arrest so it may not be possible.
