What's ironic is that originally, the absolute hard line for Morpheus would be the spilling of family blood which would trigger The Furies. He then does cross the line in the mercy killing of his son. He does so though, knowing it would lead to his own death so he is aware once he crosses the line, he can no longer exist as the person he was. So, if I had to think about it, i'd say Morpheus would never force a human to change their nature through direct mental rewiring. If he were to reach into a dreamer's mind and simply "fix" them, it would ruin the integrity of their narrative. He respects the rules of the Story even more than he respects the individuals within them. So basically, "it's a canon event, let them cook".

Guess I'll circle right back to the spilling of family blood. He was so against it, even threatening Desire after being tricked to almost kill Rose Walker when she became a Vortex. Circumstances change and eventually, Morpheus grows enough to re-evaluate himself and his relationship with Orpheus to a point that he actually acquiesces to his son's plea. In doing so, it will bring him to his own death. He doesn't regret it for a single moment.
Do they believe they're a good person?
The issue with this is that he doesn't believe he is a person at all. He views himself primarily as a utility. He is necessary, which is a much higher calling than being "good". He is able to justify it by telling himself that he is being just. In his mind, justice and goodness are not always the same thing. He would rather be right according to the ancient laws than good according to human morality.
What would they do if survival demanded cruelty?
To him, survival affects the Dreaming, and if the Dreaming is threatened, Morpheus will choose cruelty every single time if it means his realm is protected. He would do it with a heavy heart and a profound sense of self-loathing. It will just be another thing he'll hold over himself in the long run.
