In order to be accepted in to a shelter they make you through so many hoops but as far as ive been informed you must be literally living on the streets to be accepted as a homeless person for both temporary or permanent housing. You also must qualify in other assorted areas in order to even get in to a program but ill lost as much information as possible that ive documented over the past 2 years.
