I'd imagine Jason coming back to life and crawling out from his grave would indeed classify him as a visitor. Dirt and blood under his nails from digging his way out the grave. Memories and speech all incoherent and patchy. He's paler, bruised, with the remnants of the injuries from his death and undeath.
Initially, Bruce, Dick, and Alfred are hysterical and much too happy that Jason's returned. Then, of course, they realize the possible truth.
Bruce considers elimination puts Jason in a cell, isolated. Runs over all the tests. DNA says it's Jason 98% match. They find out it's the actual corpse, too; they checked the grave—it's empty (but so were the other graves in gotham cemetery).
Still, reports worldwide say visitors inevitably become violent. Act out.
Dick knows Bruce way too well. Bruce is weighing the risks, considering the worst. Considering killing his brother. Again.
Dick won't risk it. He flees with Jason in tow. Far away, he finds himself at the homeowner's house and seeks shelter there.
The homeowner is vigilant, though.
The not-corpse of his brother shows too many tells. What explanation can Dick provide when the truth will only substantiate the homeowner's suspicions?
Dick should've known that they would have fared better with Bruce.
