They can be denied access to the most basic services - education, healthcare, democratic participation. They don't exist on paper.

UN calls on Ireland to reform abortion laws after landmark ruling
In a landmark ruling, the UN Human Rights Committee stated Ireland’s abortion restrictions violate a woman’s human rights by subjecting her to cruel, inhuman and degrading treatment.
