Blood Ocean

Y'all idk if I'm crazy but like why is the blood ocean quite literally like boiling and roiling when the SM-13 is being let down but at the end of the movie, the ocean is very calm, like no waves or anything.

What's up with that? Like is it cause Ellie (the eel) was creating the currents and she died or the light (The Void) has gotten a 'sacrifice' (Simon) and calmed down or because Simon turned into a tree and stabilised the ocean or something?

Also what is that liquid stuff like dripping down the walls of the SM-13? Like it's not condensation, because one, it looks too cloudy to be condensation and two, the viscosity is way too high to be water. It's not plasma because plasma is a yellowish colour and I'm pretty sure its viscosity is around that of water. I'm baffled as to what it could be.
