Lucy has his same moral rigidity, despite her morals being based in real decency; Norm has the same capacity for social manipulation, even as he keeps its use limited to his own survival. They're both scientifically minded, just like their dad. They're both insightful, just like their dad. Lucy sticks to her proverbial guns, just like their dad. Norm sees through people to pull on the exact right thread, just like their dad. Even seen through a gamified lens, they both boast his Intelligence, and Lucy is their father's Charisma while Norm is their father's Perception.
It's like Hank split himself in half, hoping that with two concentrated versions of his own "best" qualities, he'd have two perfect little Vault-Tec managers ... but instead, his kids had the audacity to care about other people.
Lucy's right: He did a good job raising her and Norm. And if Hank had seen Norm again before the mind-wipe -- the Norm won't stop pushing for answers about his reality, just like his sister is -- he would be so disappointed that neither kid is quite the kid he wanted.
Even if Reclamation Day is bullshit, the 31/32/33 breeding program is still a thing, and that makes Lucy and Norm among the closest to Hank's ideal for humanity. And even then, they missed the mark, because they turned out to be kinder than him.
Hank probably didn't love Rose. But Rose -- who knew there was a safe world on the surface that could welcome her and her children in a way the Vaults never could -- left her intractable mark on those kids anyway.
