i love love LOVE stories about animals having societies built for characters who walk around on four legs, especially if there's effort put into designing architecture for it, but one thing i don't think i've ever seen addressed is how those characters make cloth or tools with just paws

how did that cloth get woven
First step in that direction is to think about how a disabled human would do it. Imagine someone with no hands. Who can tat or sew or crochet. They exist. And they use specialized tools to continue their hobbies.
Mouths are also a tool, as you see in MLP, earth ponies use their mouths for pretty much everything or balance/attach tools to their hooves either via specialized horseshoes or straps.
Paws could be slightly more dexterous. And claws can hook onto things. Cats for example could use their claws like crochet hooks.
claws as crochet hooks is a creative approach, ye! irl disability tools are often made by people or processes that don't have those same disabilities tho, and i'm not necessarily thinking about worlds like mlp that have magic to help fill in the gaps there

Well, there is some ways, it can be extreme modification of mouth, like anteathers with their long agile tongues, maybe something close to mandibles that copy functions of upper limbs, or just tail that's used for every delicate work.
ye, those can work in some cases! i'm thinking more about the stories focused on things like "normal" cats or dogs that aren't shown to have any extra features to help with dexterity
