Palkia was confused as to why this human had become noticeably nervous after they had answered his question. Did his answer give of the impression of them being angry? Humans were such confusing creatures, but it might be best to play along for now, after all they could be helpful to finding what they were looking for.

Their voice remained strong and stern as they answered their apology. They didn’t take much notice to it, as they were thinking of how they could make this human be of assistance to them. Thankfully, this human was nosy enough to ask them a question before they had to bother. It was one of the few times Palkia was glad that a human was meddling with what they were doing, as they weren’t as familiar with the kanto region as they were others like Sinnoh or Hoenn

Usually, Palkia would be much more aggressive about this situation, but small wormholes always formed when specific areas of space had weakened, and there was only a singular inhabitant from that world that had gone through it this time.
Although Lorelei still felt anxious, talking to a recognizable ‘god-like’ Legendary did that to a person; she did experience a sense of relief at being forgiven. Forcing herself to remain standing, Lorelei craned her neck to look up at Palkia.
Still, it probably wasn’t very prudent to question a large Pokemon.
Her pulse jumped again as it answered. Lorelei clasped her hands together.
“Ah...” a shudder rippled down her shoulders. She had heard of Pokemon doing incredible and terrible things, but this was the first she had seen a Pokemon going forward to prevent an incident.
“...so, it came here of it’s own will or was it brought here?”

uraniiium and myself were talking about Lapras and why a majority of it’s Pokedex entries list it as being an endangered species in the wild.
Examples listed below (from Bulbapedia)
Red/Blue: A Pokémon that has been overhunted almost to extinction. It can ferry people across the water.
Ruby/Sapphire: People have driven Lapras almost to the point of extinction. In the evenings, this Pokémon is said to sing plaintively as it seeks what few others of its kind still remain.
Now, why was Lapras over hunted. In the game and Pokedex entires that reason isn’t clarified. It is acknowledged that certain regions do eat Pokemon (Slowpoke tails anyone?), but over hunting is usually the result of humans harvesting and exploiting a resource a species provides.
Since Lapras vaguely resembles whales and also seems to be based off Plesiosauria. So it could be that in the early days of ‘Pokemon’ and the regions, Lapras could have been captured and their blubber/fat reduced to serve as a crude sort of fuel.
However, the mun behind uraniiium brought up a good point and mentioned something I didn’t consider. Lapras’ shell resmbles the exterior of abalone. These marine snails have rough, gray and bumpy exteriors, but once their shells are opened, the inside reveals a shimmering, reflective and beautifully colored interior.
So, while Lapras being harvested and killed so they could be used as primitive fuel back in the day is a possibility, there is also a more modern-day cause of Lapars being hunted for their shells.
Since these Pokemon are docile, friendly towards human and helpful creatures, it’s not difficult to imagine that Lapras’ very nature doomed them since humans with ill intentions doesn’t have to do much in order to trap or lure the Pokemon.
Now the Pokedex entries mention the Lapras’ rarity and one is housed in Safari Zone in Red/Blue, so that would represent a ‘zoo’ of sorts. However just like the ‘reason’ or ‘causes’ for Lapras being almost extinct is a neglected detail, so are mentions of possible efforts to preserve this particular Pokemon or encourage population growth.

So, Alola has measures to protect the Lapras, perhaps leading up to these regulations working a bit too well, but what about the regions that specifically mention Lapras’ rarity, such as Kanto and Honen?
Since Lorelei is an Ice Type expert, resides in Kanto and has a special connection to the Lapras that is on her Pokemon team, I imagine she would be one of the few who’s spearhead attempts to implement at least ‘some’ of the measures that the Alola region has put in place in order to protect this gentle Pokemon.
As for other regions, who’s to say. And though it is but a small detail, how Alola treats the Lapras differently than other Regions, to me it serves to confirm that each Region has a measure of sovereignty and independence in how it handles it’s own affairs and the Pokemon that call that region home. Makes sense actually since we know that Unova, Kalos and now Alola are fictitious places based off New York/Jersey, France and Hawaiian islands respectively, so there are different cultures, histories, backgrounds as well as climates and landscapes at work.
Anyway, back on Lapras’ scarcity and Lorelei.
Although I won’t make it a prime focus on this blog, I do see Lorelei as being an activist towards treating Pokemon with a measure of dignity and working to help outlaw practices that would risk the health of a population of certain Pokemon (whether it’s over hunting or it’s opposite cousin: over breeding that comes about from inexperienced trainers discarding ‘worthless’ Pokemon they hatched from eggs but have no plan on using or passing on to other trainers).
Lorelei would back up her ‘reasons’ and passionate feelings about protecting Pokemon from the carelessness of human trainers, so expect to see that crop up from time to time with interactions and writings.
She was worried about letting the newly acquired Pokemon roam in the lake behind her home. Granted, the waters were warm, but she didn’t want these Pokemon to go wandering off that deep and risk getting cold by getting too close to the Ice Cave.
Thus, Lorelei had set up a kiddie pool, two Sklerp splashing around in the shallows.
She had wanted to gather a whole team, but had only stated her intentions and a twenty-four hour stay, thus Lorelei decided to cut the trip short at two.
Besides, her overall aim was for an Egg, but she had to raise and train these two first.
“Take your time, Lance will understand that I don’t want to rush training you guys.”
