This episode breaks my heart. Everywhere Data goes, he is reminded by scientists, commanding officers, and subordinates that he is different, and not really in a good way. The scientists and doctors like to emphasize that he is “just a computer” or “not a person,” using their limited and simplistic scientific theories to back up their bigotry. His commanding officers often treat him wildly differently from his other contemporaries, thinking of him as a commodity or an asset or a liability or whatever is most convenient for them. His subordinates often refuse to obey or respect him, claiming either that he is not capable of command or that he is too inhuman to trust their lives to. And all of this comes from the knowledge of everyone in Starfleet that he is an android. He is a new thing, he is alone, and he is different. He is superior in many significant ways, but also inferior in some crucial ways. He’s weird, he’s scary, and he often requires bizarre accommodations. Everyone knows this, him most of all.
But in this episode, no one around him knows what an android is. Even he doesn’t know who or what he is. But even in this context, he can’t seem to fit in, and he doesn’t know why. He tries, but without the knowledge of what he is or how he’s different, he is completely incapable of adapting his behavior. All he does is try to help people and make the world better, since that’s one of his primary programmed initiatives. And he does. He saves several lives. But because he does it in a strange way, the villagers fear him, ostracize him, and eventually attempt to kill him.
Data will never know what it’s like not to be feared or mistrusted. Honestly, it’s amazing that he has such an optimistic view of humanity, the universe, or anything, really. Everywhere he goes he must assume that he will be treated badly and will have to make up for other people’s failures. Two years earlier, in S5E24 “The Next Phase,” we see how his worldview has been shaped by this. When he believes Geordi to be dead, Data says of him
“I never knew what a friend was until I met Geordi. He spoke to me as if I were human. He treated me no differently from anyone else. He accepted me for what I am. And that, I have learned, is friendship.”
