Best guess is because he’s a cold war myth that’s turnin’ out to be true. They called him the Winter Soldier. Supposed to be the KGB’s secret weapon. A guy who could pass for American and slip behind enemy lines or cross borders without raisin’ an eyebrow. Deadly with a knife or a rifle…even deadlier hand-to-hand. And since he was a ghost, half the time they weren’t even sure if it was an accident or a murder.

inspired by a headcanon of my sister’s and some really cute pigeon feeding photos grace sent me.

The thing is that your sister is 100% right, Steve would absolutely do this because he grew up in a period in which the general public of New York were overall sympathetic for the plight of pigeons— and Steve is a pretty empathic person, I think he'd get along well with these birds. Pigeon post was essential to the war effort of WWI, and pigeons benefited from the reputation they had accumulated as being vital wartime messengers.

A sociologist (Colin Jerolmack) actually did some research and published a paper (How Pigeons Became Rats: The Cultural-Spatial Logic of Problem Animals) on how public opinion turned on pigeons, “Pigeons became a nuisance through the 1930’s and 1940’s, nesting and defecating in and on landmarks, statues and sidewalks."

And then it was discovered that pigeons could carry serious diseases, and it goes downhill from there.

Here's a great article! It does a good job explaining Jerolmack's theory that people are unsettled by the idea of an animal they couldn't control in the consistent, controlled environment of a city. He says that, “Rats will retreat to the sewers and bushes, and remain out of view, but pigeons invade the spaces that we’ve designated for people.”

But yeah, TLDR I think Steve absolutely would love pigeons.
